emacs: Fix 'guix-apply-manifest'.
* emacs/guix-base.el (guix-apply-manifest): Use 'guix-command' instead
of 'guix-package' to prevent REPL exit if 'leave' happens. Expand
profile and manifest file names, as relative file names lead to an
error.
