cvs-download: Implement SWH fallback.
* guix/cvs-download.scm (cvs-fetch)[modules]: Add (guix swh).
[build]: Add ‘swh’ method and call to ‘swh-download-directory-by-nar-hash’.
Add “hash” variable to #:env-vars.
