gnu: python-stsci-imagestats: Improve packaging.
* gnu/packages/astronomy.scm (python-stsci-imagestats)[arguments]
<test-flags>: Provide "--pyargs" to test again installed library.
<phases>: Remove 'build-extensions; add 'set-version.
[native-inputs]: Remove python-wheel.
