* gnu/packages/password-utils.scm (cracklib): Update to 2.10.3.
[source]: Switch to git-fetch.
[arguments]<#:phases>: Remove ’install-dict and add ’chdir.
[native-inputs]: Add autoconf, automake, libtool and intltool.
