gnu: python-posix-ipc: Update to 1.3.2.
* gnu/packages/python-xyz.scm (python-posix-ipc): Update to 1.3.2.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:test-flags>: Ignore file failing test collection.
<#:phases>: Replace phase 'patch-cc-path by 'set-cc-path.
[native-inputs]: Add python-pytest, python-setuptools.
