gnu: python-ccm: Update to 3.1.5.
* gnu/packages/databases.scm (python-ccm): Update to 3.1.5.
[build-system]: Switch to pyproject-build-system.
[arguments] <tests?>: They require a complex set up.
[native-inputs]: Add python-pbr.
