* gnu/packages/python-xyz.scm (python-dns-lexicon): Update to 3.21.1.
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Enable them.
<#:test-flags>: Disable failing tests.
<#:phases>: Add phase 'configure-tests.
[native-inputs]: Add nss-certs-for-test, python-hatchling,
python-setuptools.
[propagated-inputs]: Update them (with guix refresh).
[home-page]: Update it.
