gnu: python-wavefile: Update to 1.6.3.
* gnu/packages/python-xyz.scm (python-wavefile): Update to 1.6.3.
[build-system]: Use pyproject.
[arguments]: Use G-expressions.
<test-flags>: Skip 4 problematic tests.
[native-inputs]: Add python-pytest, python-pytest-cov, and
python-setuptools-next.
