gnu: python-maxminddb: Update to 2.6.3.
* gnu/packages/geo.scm (python-maxminddb): Update to 2.6.3.
[arguments] <tests?>: Enable them as no maxmind database is required.
[native-inputs]: Add python-pytest, python-setuptools, and python-wheel.
