* gnu/packages/astronomy.scm (python-photutils) [arguments]
<test-flags>: Limit parallel tests up to 8 threads to improve stability.
<phases>: Remove 'relax-requirements, create-setup.py,
'writable-compiler, and 'build-extensions; use custom 'check.
