gnu: python-hypy-utils: Update to 1.0.29.
* gnu/packages/python-xyz.scm (python-hypy-utils): Update to 1.0.29.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Disable them.
[native-inputs]: Add python-setuptools.
