gnu: txt2tags: Switch to pyproject.
* gnu/packages/textutils.scm (txt2tags)[source]: Switch to git-fetch
providing tests.
[build-system]: Switch to pyproject-build-system.
[native-inputs]: Remove python-tox; add python-setuptools.
