gnu: python-lazr-restfulclient: Update to 0.14.6.
* gnu/packages/python-web.scm (python-lazr-restfulclient): Update to 0.14.6.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Remove it (enable them).
<#:phases>: Add phase 'remove-some-tests.
[native-inputs]: Add python-setuptools, python-testtools,
python-wheel, python-wsgi-intercept, python-zope-testrunner.
[propagated-inputs]: Drop python-six.
