gnu: python-stem: Update to 1.8.3 and fix Python 3.12 compatibility.
* gnu/packages/python-xyz.scm (python-stem): Update to 1.8.3.
[source]: Switch to git-fetch.
[arguments]<#:phases>: Add 'fix-python-312.
<#:test-backend, #:test-flags>: Use custom backend.
[phases]{check}: Use default phase.
