gnu: python-strict-rfc3339: Switch to unittest.
* gnu/packages/time.scm (python-strict-rfc3339):
[arguments] <test-backend, test-flags>: Switch to unittest.
<phasers>: Use default 'check; add 'skip-bad-tests.
[native-inputs]: Remove python-pytest.
