Bump master Emacs version to 32.0.50

* lisp/cus-edit.el (customize-changed-options-previous-release):
Set last version to 31.1.
* src/emacs-module.in.h (struct emacs_env_32): Add.
* src/module-env-31.h: Remove header comment.
* src/module-env-32.h: New file.
