Improve Tramp robustness
* lisp/net/tramp-cmds.el (tramp-cleanup-connection):
Protect `delete-process'.
* test/lisp/net/tramp-tests.el (tramp-test29-start-file-process)
(tramp-test30-make-process): Don't test disabled process filter.
