Update NEWS with info about `fill-region-as-paragraph-function'
* etc/NEWS: Add an entry for `fill-region-as-paragraph-function'.
Document that `fill-region-as-paragraph-semlf' is a valid
`fill-region-as-paragraph-function' value. (Bug#78949)
