Added new constant django.db.models.fields.BLANK_CHOICE_LABEL for an accessible and translatable blank choice label in forms. Deprecated django.db.models.fields.BLANK_CHOICE_DASH constant. Added the immediately deprecated transitional setting USE_BLANK_CHOICE_DASH.
